I'm getting towards the end of building a 16 hp surface drive and I was exactly where you were about 6 months ago. Your going to need a 3/4" stainless shaft. As for the pulleys, look for around a 1.4:1 gear ratio. I am going to be running a 34 on the motor and 48 on the prop side. I'm using the 8mm pitch 21mm belt width gates drive.

www.mcmaster.com. They have just about anything you could imagine at pretty good prices and they ship fast.
As far as dimensions you just have to figure out what works. For instance, depending on how you mount the motor, the length of your belt housing is going to vary on how high or low it is mounted. You want to have the bottom of the box above the bottom of the boat but not so high that the prop goes into the water at a steep angle or not deep enough. And the depth your prop goes into the water also depends on how long your make your drive tube. I think mine is about 24 inches.
Like woodiebusters said, the mount and trim is the hardest part. I ended up making mine kinda like mudbuddy does on their mini. I saw a pic of the way gator tail does it the other day and I think I might have liked that better. Just search for pics to get ideas and then you can pick and choose what you like and don't and make it your own.
