Did it sound like it always has at 3900 RPM's or is it sick sounding?

Could be as simple as a throttle cable or governor out of whack or something catastrophically bad

I don't sound right that's for sure sounds like its struggling Usto be running at 4100-4200 and hit the gas and it would hit the rev limiter

It's not the tank sounds like that vacuum line needs to be changed that could be the whole problem.

Ran it bout 5-6 times I guess ima change that vacuum line when I get home I started it out the water and put it in gear it will still reach all the rpms out the water went up to 4500 the I stopped
It need some cosmetic fixes the metal shields on both sides are cracked I would like to get new ones they got a clamp that goes on the top of the motor that something is supposed to be ground to the screw came out from all the vibration and can't screw it back it cause the threads are ate to shit prob gonna have to tap it with a bigger size idk if y'all had that problem before

You say it sounds like it's struggling... Like it's skipping, misfiring? If it's not the vacuum line, check the valve lash to rule out other things.
