alright first of all I ain't found shit about what I am going to ask.

Pics below will show the boat I am working with, it's a buddy's boat and he had some work done by RJ, so it has bare metal and painted aluminum. Im cool with the bare part, got plenty of self etch.

my question is about the painted parts, I have been using a 80 grit nylon cup brush but I also have a DA air sander with 120 grit pads, what is the best way to get the painted parts ready for paint? I was told that I could rough up the paint and wash really good and self etch the entire boat. sound plausible just wanted some opinions.

Out of sheer laziness, I've always just given the boat a good power washing and then painted right over the old paint without any further prep whatsoever. Never had any adhesion issues at all.

that is kinda what I was going to do, a quick over with the cup brush, then clean the fuck out of it and the bare aluminum, the prime the whole damn boat with self etch.

The etching primer is going to do you much good over the existing paint other than maybe give you a uniform look. You probably know but you need to top coat the primer right away. Its designed to integrate your top coats. If you don't you will lose adhesion.
