 ZF Hurth Marine Transmission
Test ran an onboard with one of these. Is it supposed to make a loud noise when shifting from neutral to forward/reverse?

nope, I run the same unit on my inboard and it has a slight clunk but not loud in particular. What kind of noise? These units are worm gear driven unlike a velvet drive and ive heard some that have a kind or wine or hum to them also.
