I purchased an engineering model 31hp vanguard straight from Briggs and can't get the idle down. I have a tiny tach on the way but I'm pretty sure it's running at least 2000rpm at idle. Can someone tell me how to adjust down? I play with the governor shaft but can't get it to stay down. I can pull the throttle plate back to bring it down, but the governor takes it right back up. Is there something with it being a generator model that it is holding a higher rpm?

The governer spring controls that world. Look at the spring and what puts tension on it. Less tension on the spring will let the governer pull the idle back down. More tension pulls the governer arm harder and raises rpm. I dont know how they are set up on a generator or similar equipment but hope this helps
