Update: I pulled the carb off and Reinstalled after checking it over because the failure to return to idle had me confused. Installed bps throttle lever and cable and it works great now. Zip tied 3 coils on governor spring and she idles 1050 and hits rev limiter at 4300 out of water. I am not crazy about the zip tie . Would Boat Dr have a brown spring i can order tomorrow or should I just as well take these gents up on their kind offer for silver spring?

Zip tie isn't hurting anything. All you're doing is increasing tension so the governor kicks in later. Same thing as a stiffer spring. Don't stress it.
