ok i need 2 know how 2 turn up the rpms a bit only geting 3800 out of water at wot. 3400 in the water tell me what i need 2 do. only had the motor a day or 2.

If it's a CDI motor, it's electronically governed at 4300rpm and there's nothing you could do to change it. So I'd look for a fuel or air problem on your engine. It could be that you aren't getting enough fuel or air into your engine and if the motors new, take it to your dealer and have them deal with it under warranty.

Make sure your throttle cable is giving you full travel, then turn the governor screw clockwise. You can set it up to 4300 and let the coils limit you or at 100RPM over your light load in the water RPM.
