 PD carb linkage problem? Maybe?
stock 36 HP PD non CDI. My problem is that to reach 4200 OOW rpm's, i have to tighten my governor screw so tight that it prevents the butterfly from returning all the way to idle. Therefor it does not hit my idle screw and idles at around 2000. I have added an additional spring for the time being that forces it to return all the way. So what y'all think?

Make sure all your linkages are straight and haven't been bent.
When I first got my 24 it would idle around 2k and the linkage to the butterfly wouldn't close all the way, you could push the linkage under the idle adjustment by hand and it would idle perfectly. WOT was the same way, you couldn't turn it up all the way because it would hit a cooling fin on the head. Turns out the previous owner had pushed on the tiller throttle control so hard it pulled the linkage forward and it was getting stuck.
Straightened it all out and it runs perfect.

there is this little throttle stop on it and it somehow got bent and a bolt was hitting it and preventing it from going far enough
