 20 hp btlt carb choke issue!

Post 20 hp btlt carb choke issue!
i am kinda new to the mud motor thing. but always work on my own stuff. the problem i am haveing is the motor only runs okay when the choke is on by 1/3. i have took the carb of and cleaned, blow it out and recleaned. any ideas? it is a gx620 honda!
