how to set Throttle 23 HP vanguard

 how to set Throttle 23 HP vanguardI was wondering if any could give me some pointers on how to set the throttle and Governor on a 23 HP Vanguard? The Throttle does'nt repeat and somethimes it will fasy idle. Thanks
