I honestly dont think the 23 can pass that much fuel and air and run right. Probably be way to rich. the heads can only be opened up so much to flow better. what your asking is alot for to small of a combustion chamber.

Yes it possible, but why would you do that?
Everything is almost possible!?
Much work for little hp back if any!?

It is no idée to feed an engine with more food than it can eat. It get to much fuel and air.
That is what you do with twin carbs.
The carburator in this case is not the weakest link.

I use 23 hp engines and this I have not even think about.
If you use it in competition this maybe can be something you think about but you can do allot of other things that give you much more hp back.

On 23 hp engines I only do cam and heads.
I have not put any 23 hp on dyno yet, but I should guess this give you little over 30 hp?

Have you already do anything with the engine today?

If you need more hp I recommend to use a 35 hp big block to build on. Whiteout any modification you have 12hp more. If you do it to a 5500 engine you have a 54 hp enigne.

A wise man once told me...

Two carburetors = two problems.

are they the carbs for a 23 or 35?

If they are the 34mm that you normally see on here, its too big.
