Post subject:  Mikuni vacuum... running lean?s

This is a new to me rig so I do not know everything about the set-up. I have about 35hrs on the set-up personally. I noticed white powered on my exhaust tip, turned the motor on and when you get on the throttle you get the classic white smoke. I tryed adjusting the fuel screw and idle but this did not help so i adjusted things back to where they were.

I then noticed when standing in the boat facing the carb that there is a vacuum tube with a rubber cover on the end, the rubber cover is half torn? When I plug it off my idle goes down, and idles just fine, or so it seems, then when you let go(unplug it), the rpms jump up about 400.

I am assuming this may be the cause of my lean issue with the vacuum sucking more air in, but at the same time not sure. Do you guys usually run this vacuum open, or close it off?
