I ASK BECAUSE I HAD THE SLIGHTEST LITTLE DROP OF OIL COMING FROM THAT BLOCK BUT I DID HAVE MY MOTOR STORED TILTED DOWN SOME. JUST WONDERING WHAT IT IS. MINE HAS A LITTLE SLACK IN IT. ANY INFO WOULD BE APPRECIATED THANKS

That sounds like the governor lock. i assume you have mikuni carb, that eliminates the linkage that went to your factory carb.

oil doesnt just sit there, but when the motor is running it gets slung all around. im sure theres some sort of oring around the shaft, but you may have to open the crank case to get to it. If you ever have to open the case, just remove it and replace it with a bolt and nut. in the meantime, try some silicone around the shaft.

Seal is easy to replace. Remove gov block & 2 E-clips from shaft. Pull out old seal, slide on new seal, put all back together
