aight motor gurus... need help

 aight motor gurus... need help
i have a 20 hp honda. there is a small "shaft" that comes out of the carb. when im at WOT i can push that "shaft" and it will make the motor rev up much higher. my question is...is there any way that i can fix it to where i can make it open up like that off my lever?? in the pics i put a red line on the "shaft" so you can see what im talking about. any help would be great

Sort of a weird angle but I am going to assume that is your gov. linkage.
The only thing you can do is get a spring with more tension.

Dont over revv the motor now. It is easy to do with the string method.
