Got a 27hp kohler GDSD, put a new 2 barrel carb on it last week got everything adjusted out of water. There is a lack of throttle response when you go to open up the throttle its like it is losing fuel for a second then picking back up. When I went to run it yesterday I couldn't get over 3200 rpms in water, out of water WOT is around 4500. Ran fine for about a mile then choked out. Couldn't get it to do anything more than idle, if I gave it a little throttle it would choke out. I have fuel in the filter and it stays full. I am thinking that it could be a lack of fuel flow like the pickup in the tank isn't flowing like it should or an issue with the air/fuel mixture screws. Any help would be much appreciated!!!

Plugs fouled or dirty carb would explain the symptoms. Check that first, then troubleshoot the low rpms under load.

So I figured out half the problem. Apparently one of my rocker arm bolts had worked itself loose and I was only running off one cylinder, hence the only being able to run at idle in the water. Figured this out by pulling plug wires and it would still run rough with the right side pulled but die when the left side was pulled. I had thought maybe I had a coil that went out but was getting spark upon further investigation. Decided to pull the right side valve cover and saw the rocker was loose. Pulled all the rocker bolts and applied locktite. Fires up and runs great. Still have a slight issue if I hammer down the throttle it wants to choke out, if I ease into it then lay it down if runs right up. Thinking its a lack of fuel when this occurs....

Does it do this in water and out?

If in and not really out....try adjusting your governor spring tension.

If does it in and out, try adjusting your A/F mixture screws. A little goes a long way.
