The engine starts and runs fine out of water. When in, it would only get up to half rpms. Thought it was prop but was told to chech both cylinders firing. Found 1 side was not hot. Changed hat plug now getting getting hot same as other side. But now is running real rough and needs about half choke. Carb was cleaned before this thinking that was the problem. Any ideas what to check now?
