Honda 24 h.p beavertail carb problems

 Honda 24 h.p beavertail carb problems Looking for some help on my beavertail. I just bought the motor used and it surges at full throttle. I cleaned out the carb but the way it is set up with the linkages and governor looks wrong. Anyone have any advice or pictures on how theirs is set up?
