Absolutely at a loss! 23hp GDLT engine troubles
I’ve gone through the carb, changed the coils, changed spark plugs, fresh oil, fresh gas, new fuel line, new fuel filter, compression and leakdown tests are good, valve lash is set and STILL, when I lower the prop into the water under any type of load the motor dies. I can give the motor half throttle and when I drop the prop into the water, the motor just dies. The only way for me to get the motor to run is if I let it idle in the water for 3-4 minutes then SLOWLY give the motor throttle a little at a time. Even then, when I get to wide open throttle in the water, I’m only at 3100 rpms. Really at a loss, I’ve done everything I know to do.

Carb/gov linkage out of whack? Just guessing because it seems like you covered everything else. I had a 23 that did something similar and it ended up being a head gasket, but the leak down test showed that.

Have you made sure valves aren't too tight and that there is full cam lobe lift?

You can watch the rockers for how far they open the valves. Just make sure they all look like they open the valves about the same distance. Timing key is an easy check. You video this one yet? Also extra long shot.... spring came off cam decompression arm leaving it engaged... after all this bs I hope it's just a fuel line or something easy

But if I slowly ease into the throttle, 25% of the time it will get up and run, then max out at about 3100 rpms I’ll double check all hoses

Might have already been checked but are your spark plugs/coils firing correctly? These twins will run on one cylinder, poorly, but will run.

Gasoline with ethanol sucks. I pay a little extra for fuel without ethanol to keep in items I don't use regularly. Still use seafoam also.

Search all the threads on "fuel solenoid" problems.... viewtopic.php?f=6&t=71094&p=932799&hilit=fuel+solenoid#p932799It restricts fuel flow when you shutoff to help eliminate backfire - etc.... When they act up they give symptoms like yours - replace it !
