31 hp GDLT
Does anyone know what this part is? I’m pretty new to longtails but I’ve been researching them for a while and I don’t think I’ve ever seen one of these (outlined in red). The engine is a 31 hp vanguard.

It's really hard to tell from the pic but that looks like the casing that the air filter would fit it, not sure for sure because the pic is a bit hard to read, but from what I gather, that's what I would guess

That is the air filter.... The older 31's had them.
With the intake you have, You can take that whole thing off, and put a cone style air filter from an auto parts store.

Bryce is right, unrestricted is always better, so you may see some tiny gains from taking all that off and going with the cone style

Flux capacitor. Don't mess with it and try to keep it under 88mph.
