I used to fly fish for common carp a decent bit. I would guess they have about the same diet/habits. My favorite flies looked like small crawfish but I also made a lot of bonefish type flies and just downsized them a little.
I would sight cast to feeding carp in clear and shallow water (less than 18"). Figure out the path they are taking and cast about 10' in front of them and let the fly sink to the bottom. When they get a foot or two away make a quick short strip. Just enough to lift the fly off the bottom and let it settle down. Looks like something trying to get away then hiding. Usually they would swim right to it and tip up to suck it in. Because the water was clear and the fish were skittish I found a 6lb fluorocarbon tippet got the most bites.
I hope some of this helps you out. I have never even seen a buffalo so just going off the pictures of them and their resemblance to carp/minnows.
