There has been a proliferation of makeshift permanent blinds that were built before duck season in the North Flats of Henderson. Just spoke to the corps of engineers who advised they were going to begin issuing tickets to anyone hunting in them, even if you didn't build it yourself. Didn't know one could be ticketed for this even though he had not built it, but it makes sense. You can set up your boat blind right in front of it if you want, but cannot hunt in it. An illegal blind is any blind built with any material, natural or otherwise. That includes sticking brush in the mud. You can do that temporarily, but must remove it when you are done with your hunt. You can brush spot the morning of the hunt, hunt it legally, but have to remove all remnants of the brush by 2 pm that day or you will receive a ticket. The corps will be out there particularly to begin enforcing this rule specifically because of the abuses occurring this season. They have not torn them down and are waiting for the culprits to claim them so they can be cited.

Hunted one this weekend and was confronted by someone, who showed up at 6:30 am no less, claiming it was his blind. Offered that he hunt with us, but he refused and set up in another "permanent blind" about 100 yards away.

I did not hunt the "OK Corral" this weekend. Saving that pending further clarification from the School Board.

Option A, sink 3" od willow post with a mother n law or a jagar pump then use hemp rope to rig it. This setup is more permanent than a floating blind or a bamboo blind.

Option B. The temp bamboo blinds will fall when the water rises. Then decay on the bottom of the flats.

by all means option 2 is way more temporary than other "temp blinds" that are built across dozen's of wmas across the state.

I'm dealing with the corp currently right now for a project with work. And this issue is the last thing they should focus on or even care about. Plus by the time they would send a publication out to make people aware of this issue. It would take 2 zoning meetings. 1 public hearing. followed by 12 permits. So in 2018 we will deal with this issue.

Below is a working outline for the app which I submitted to developers in my daughter's HBS class, but they became too consumed by their studies to complete it.

Indian Bayou WMA Hunting Spot Reservation App

Problem: Currently, duck hunters in boats must secure a hunting spot on a first come first serve basis. This results in inefficiencies and confrontations on the water early mornings.

Objective: Create an application so that hunters may secure a reserved location, verify the reservation, confirm arrival of the hunter at the reserved location by a certain time, reject an applied for reservation if located within 200 yards of a previously reserved locations, and permit alternate selection of another location if the first requested is rejected by proximity filter.

Solution: How the app should work: Hunters will register identifying information and a username and password. The area encompassing all of the possible locations should be well defined by a map. The requesting hunter will select a location to reserve by either entering its lat and long coordinates or, preferably, by tapping on the iPhone map his desired location. Upon doing so, he should receive confirmation of his reservation with a confirmation number. If the requested location is within 200 yards of a previously reserved location, the applicant will receive notification he must select another location. Ideally, the distance to the previously reserved location should be given in the notification so that the hunter might judge how much farther away he must select another location. Once a location is reserved, the notification will include a reservation number along with log and lat coordinates for the location. Once arriving at the reserved location, the hunter must verify arrival by ½ hour before legal shooting time. If the hunter fails to verify arrival 2 or more times, he will be prohibited from making additional reservations for two successive weekends.

Identifying information will include boat description and identification numbers, number of hunters and their names.

No more than one boat and 4 hunters shall hunt in a location.

Applications for reservations shall open at 1 am each morning and close at 1 hour before shooting time.

This app should create a more pleasant hunting experience by affording the hunter the security of knowing very early in the morning of the hunt he has a reserved location which will not conflict with another’s. He will be able to leave his home or camp only early enough to be at his reserved location by 1/2 hour before shooting time. There will be no more waking up at midnight, launching at 2 am and rushing to a spot only to find hunters already there.
