Because this social media campaign worked so well in Plaquemines Parish, I thought we might try it here in St. Martin Parish. First, familiarize yourself with the issues by reviewing this thread: viewtopic.php?f=8&t=56833

Go here to view the followup meeting November 5, 2014 just before the beginning of regular duck season, where sparks were flying and the "blood will be shed" comment was made by the Mayor of Henderson, and I was called an outsider. The school board had been video taping and publishing all of their meeting since Jan 2012 and posted them up on their website. Since the Nov 5, 2014 meeting not a single video of a meeting has been published to the website.

Urge them to do the following:

issue I: Permanent Binds on Section 16 Property

1. Eliminate and force removal of permanent blinds on Section 16 property near Henderson, La
2. Adopt rules and regulations for the public to safely hunt the property.
3. Alternatively, enter into agreement with Wild Life and Fisheries to manage hunting on the property.
4. Place these requests on the agenda for the next public meeting of the board.
5. Request you be heard on the topic at the meeting.
6. Urge that ordinances be introduced setting forth that permanent blinds be prohibited and immediately removed from the property after reasonable notice.
7. Urge that an ordinance be introduced at the next meeting setting forth rules and regulations for safe hunting on the property, in the form closely following that already in existence on Indian Bayou Wildlife Management Area situated contiguously to Section 16.

Issue II: Bulliard agri-lease Private Hunting Privileges

1. Urge the board to affirmatively terminate the lease and renegotiate terms and condition exclusive of hunting privileges based on the Attorney Generals opinion that it illegally granted private hunting privileges to Mr. Bulliard in violation of the public bid laws.
2. Urge member Steve Fuselier to recuse himself from any vote or discuss on this issue under the Governmental Ethics Code for personal conflict because a close family member received financial benefits from Mr. Bulliard.
3. Renegotiate a new agri-lease at the going price. Currently, Mr. Bulliard pays only $4.00 per since 1994 but the going rate today is more than $50 per acre in the immediate surrounding area.
4. Urge that this issue and the resolution suggested by Dean Guidry be place on the agenda at the next meeting for introduction and first reading.

The key members to call who are most vocal in opposition are Steve Fuselier, Jimmy Blanchard and Frederick Stelly.

Members Burton Dupuis (former superintendent), Aaron Fluegeance, Wanda Davis, Potier, are the most neutral.

Member Mark Hebert is probably leaning on the opposition side but his initial comments seemed conciliatory, but he may be on the strongly opposed side today.

Superintendent Beebe is very understanding of the issue and recognizes the need for action and has been very helpful.

When you send an email make sure to request that it be circulated to all of the board members, otherwise those who don't have or ignore their emails can't say they were not notified of your positions.

Also, in your emails and phone calls make sure to mention you will be hunting the Section 16 property along with perhaps hundreds of others on opening day of teal season in September 2015 and will be looking to occupy one of the permanent blinds if they have not been removed.

Also mention, you will be hunting the Bulliard agri-lease crawfish pond property throughout the season, as well, because it is public property.

....or we could have a blind removal party just before the season starts. A reasonable interpretation of "stand" would include floating duck blind and it can't be carried away so it fits all the criteria.

Universal Citation: LA Rev Stat § 41:15
§15. Hunting on state land; restrictions

A. No person shall construct or hunt from a permanent stand on state land. A permanent stand is a stand that is either a non-portable, freestanding structure or a stand that uses nails, screws, spikes, or other means to attach to a tree and which is not designed to be hand carried by one person nor to be removed daily. Any permanent stand may be removed and destroyed.

B. A portable stand may not be left on state lands unless the stand is removed from the tree or left in a non-hunting position. Each portable stand shall be legibly tagged with the owner's name, address, and phone number.

C. The provisions of this Section shall not apply to land under the jurisdiction of the Louisiana Wildlife and Fisheries Commission. The use of such land shall be regulated by the Louisiana Wildlife and Fisheries Commission in accordance with the provisions of Title 56 of the Louisiana Revised Statutes of 1950. The Louisiana Wildlife and Fisheries Commission may promulgate rules and regulations under the provisions of the Administrative Procedure Act for the implementation of the provisions of this Section.

D. Violation of any provision of this Section or rules adopted pursuant to this Section shall constitute a class two violation punishable as provided in R.S. 56:32.

Don't get your panties in a knot. You done good the other day and I commend you for your efforts. Wether or not they were the ones who swayed the council woman's decision I don't know. But don't be pissed because nobody has come to support your "Call to Arms." Now you see how most of the board feels about your liberal views. Not so good we you're treated the liberal way.

Btw, it's his agriculture lease. All the school board has to do is not offer hunting privileges if said farmer is concerned about his crop. That will put an end to all the fuss. Is there a law stating they have to offer any or which type of lease they offer on the land they control? I can give a shit less what happens out there. I was just offering different scenarios that may come into play. If you don't like constructive criticism oh well.

Unless I'm missing something it seems like there are already laws, rules, &or ordinances in place to discourage/prevent the situations u described. It seems like you missed a step in stead of going to the board you should have gotten engorcement involved at that time. Enough complaints about the law not being followed and they will finally do something about it. You may have even had a case for hunter harassment. I don't think making new rules will help if enforcement is not involved only make things worse.

Like kibb is saying it's a privilege to hunt that property. I would keep it as easy on the school board as possible.

I'm speaking of Section 28 property and I'm sure he's aware. Section 16 property is a different ballgame. The title should be Section 16/28 because it's about both.

Update:

I attended the school board meeting last night. On the agenda was the illegal hunting rights granted to Bulliard and how they were going to unwind his agri-lease to exclude hunting privileges which should have been publicly bid. They agreed to ask the attorney general to supplement his initial opinion declaring the lease to have been illegally issued to include instructions on how to unwind the mess they had created.

To my surprise, they also agreed to ask the attorney general for his opinion on the legality of permitting private permanent floating blinds on public section 16 inundated lands near Henderson, La. without public bid. I'm fairly certain the AG will declare that a violation of the public bid law, as well. The opinion probably won't come in time for the upcoming teal season, but might come in time for the regular season opener in November. So this may be the last we'll see of those permanent blinds, after all.
