Close the vent on the tank and stand on it or blow into the tank to pressurize the line. You can take off the air filter and drop a little fuel in the carb intake to just get it started (or use starting fluid).

I don't run with a primer bulb either and my old motor had a hard time when I ran it out of gas (same as you describe), my CDI with the different pump setup doesn't seem to have a problem at all. I guess its different on every motor.

Pick you up a primer bulb and pump it up tight, and get the motor running with carb cleaner while you pump the sht out of the bulb. If you get the fuel lines all tight and it still won't run, you probably lost yer fuel pump. I run an electric fuel pump from Napa because my motor's pump wouldn't pull gas from the front of the boat.

If all else fails, there is the e-fuel pump cure!
