Go research the standard mtc schedule for the motor and outdrive. Armed with this information, ask the seller about it and see if it was maintained to spec.
On the motor, check the hours on it and general condition. How well it starts cold. Check the muffler for cracks. Check the oil level and condition. Look at the plugs and see if they are in good condition (light brown and no large amount of carbon build up). Have a compression test done if you can. If there are any mods on the motor, ask what was done, the parts used, and who did the work. Check the electrical for any corrosion (especially if run in salt water). Look at the condition of the prop, how well it spins in nuetral (no grinding or vibration). Look for any impact marks on the outdrive. Check the condition of the grease or oil in the outdrive.

to add to what DB said remove the carb cover (if stock) and check for corrosion under it. If the bolts/castign is pited look very close at the electrical component becasue they are probably going to need some TLC.

When you look at the boat pay close attention to the transome and make sure there are no cracks/re-welds on it. Look at the bottom and make sure there are not cracks or bad hook that will need to be delt with.
*******make sure the electrical component are grounded back to the battery and not the hull. If you see light/terminals/motor grounded to the boat WALK AWAY!

im sure i think of more later.

Not knowing what your application will be. I just quote what has been said for quite some time by many of the gurus on this site

" Get the Biggest Motor that you can afford" You will not be disappointed.

Look at the guy and say "Did you wreck your boat and sink this motor?"......cuz if you don't and he did you can run into busted starters and clutches....or anything else that is electric on that motor lol.....im still paying for that error
