 Re: rev limiter bad?
If you dont have the rev limiter hooked up properly it will do that.
When you turn the key switch on do you hear a single click/tapping sound from the rev limiter? If you have the rev limiter hooked up properly, when you turn the key on and then back off you should hear a single "click" coming from it.

 Re: rev limiter bad?
Sounds like it is bad but just to be sure, where do you have the 3 wires hooked to?

 Re: rev limiter bad?
You hooked up the red wire incorrectly. The yellow wire coming from the key switch only has power when you turn the key to the "start" position, and does not have any power when you release the key and it goes to the "run" position.........which is why the motor is killing.
What frame do you have? MB, go devil, gator tail? And does it have a clutch?

 Re: rev limiter bad?
Ok then, on the wire harness coming from the key switch, there is a white wire that has a long (white in color) plug on the end of it which shouldnt be hooked to anything. The white wire is what has power (12volt positive that is) when the key is turned to the run position. Splice the red wire from the rev limiter to the white wire and 1) you should hear a single click from the rev limiter when the key is turned to the run position, and 2) your rev limiter should start working properly.
