It doesn't specify US citizen, that's where the ambiguity falls, it does exclude them neither. I'm sure this is just an outline of the bill, correct me if I'm wrong. Anyhow any laws be it the UN or US, banning anything to do with gun will only work against us and for the anti gun lobby. The good news is, I don't believe anyone is going to have much success in disarming Americans. At least not Americans that know how to use their weapons.
