If they were there for the sole purpose of enforcement and did not announce they were WLF that's entrapment.

Where they set up to hunt: decoys out, mojo up, boat hidden. Or were they just sitting in blind.
When they began to issue tickets where did ticket book come from: out of their pocket (have on person) or did they have to get it from boat.

Re: Multiple citations for hunter harassment issued in N Fla Sounds to me like they were out there with explicit intent to see who would boat up and the first person to ask about them being there would be ticketed. So looks like you might be the harassed. They were preventing you from hunting a spot while they had no intention of hunting it.

Their investigation uncovered 2 law-breakers and they were ticketed. Sounds like the officers gave several chances for the guy to move on. He did not. Happens several times every year on different wma's. what is the fine for this, or do you have to go to court?
