Getting my rmps back on a 23
So I have a 23 briggs, was running 4500rmp out of water and 3970 in water. I got something in my main jet and had to pull the carb. Put it back on and was running 4200 out of water. So I adjusted the gov by holding wot, loosened lock nut, bottomed out gov shaft the way it would turn as the linkage moves and re-tightened. Now the things running 4100 out of water and 3910 in water. What am I doing wrong here? Any help is much appreciated.

Once you bottom it out you have to back it up just a touch so the carb can be at wot and gov not be bottomed out
