 23 hp mud buddy longtail help!!!!
the problem i am haveing is it runs good out of the water but runs like crap in the water has anybody had this problem if so please help!!! it is lugging bad under a load

Could be a number of things. Intake leak, trash in fuel system, air leak in fuel system, bad fuel pump, clogged jet, bad oil pressure sensor, bad diodes (can't remember if the 23 has diodes or not). Process of elimination starts now.

i have cleaned the carb and ajusted the valves but still it dose the samething so wat do i need to check first?

Check for intake leaks by spraying all of the joints with carb or brake parts cleaner while the motor's running. Check the oil pressure sensor by simply unplugging it while running the motor under a load. Check the diodes the same way, but they are harder to access & when they're unplugged you can't shut off the motor (not even with the kill switch).
Just because you cleaned the carb, don't rule out a fuel issue. Could be as simple as a bad connection @ the tank, or a bad primer bulb.

IF the diodes are bad, the motor will run right when they are disconnected.

ok and when i was messing with it i was lookin at the fuel filter and there was bubbles and it was back fireing is there anyway to put a electric fuel pump in it or wat should i do

depends on the boat.
if you have a 1648 or smaller the 9x7 is what you want. if your boat is larger you probably want to drop to a 9x5

Air bubbles in the filter... does the fuel drain right back out of the filter after you stop pumping the bulb or shut off the motor? That would make me lean toward air leak in the line somewhere.
Backfiring & running like a dog makes me think electrical or ignition system (diodes, coils, shorted out wire).
Andy, anything I'm missing?

thats about it.
if he has a primer bulb, just squeeze it when the motor starts cutting up. that will do the same thing as adding an electric fuel pump and eliminate wether or not he has a fuel supply problem (or something else).

ok i got it running right it opens up but it backfires through the carb now but it will open up and run good wat could the backfireing through the carb be??

it backfires like when u give it full throttle and it will clear out but if u let out of it nd get back in it thats when it starts poppin back through the carb

sounds like a carb problem (lean pop). I'd open up the carb again, remove the jets and make 100% sure that they are perfectly clean.
Also, make sure that when you re-installed the carb that you didnt pinch one of the gaskets where the carb meet the intake, which would cause the same problem.
And finally one very long shot, have you checked to see if you sheared the flywheel key. I doubt that is the case being that you say the motor will "clear out" and run fine.
