What year is it? That should just be access to the grease zerk if it's a newer style. No water can get in the lower unit through there. You can put a pipe plug in it, and you can get one at home depot, but it ain't gonna hurt anything to run without it either.

How do I change the Lu oil on these things? Is I t very difficult

Look on the right side of the frame where the sadle sits on the transom. What does the serial number stamped in the frame tell you. First 2 numbers will be the year.
