Might be a stupid question but is there a difference in heads on vertical shaft motor vs horizontal shaft motor

thought I had a set for a 23 but they are actually off a 18 can they work on a 23 with machine work done?

Lawnmower racers use 16 hp heads on the 18 for better compression. There is a little machine work involved but it must be worth it, alot of 'em do it. Not sure wether its the same for 18 to 23. None of the engines listed share the same block but they do share parts.

Any recommendations on who to talk to on finding out what machine work would be needed .. from the reading I did it seemed that bolt pattern will work but no luck on what would need to be done
